Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment which may extend to one year.”

Section 131 of the Motor Vehicle Act indicates that “Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

However due to non-following of relevant rules by the road users, many accidents are occurring resulting in loss of precious life  at unmanned level crossings.

Suggest solutions for reducing accidents at unmanned level crossings.

Khurda -Balangir Rail line must be allocated sufficient fund to complete it on war footing basis if Govt. has real desire to check Maoist problems in odisha in this tribal belt.

At present about 90 % of all incumbent of Chairman, GM & DRM of Railway are from technocrat (i.e. related with screwdriver, nut-board, iron, cement etc), having no real attachment with main output of ‘Transport’ like fare, freight, public utility etc. in general, Though Railway is purely a 'Transport', hence required to be headed by ‘Traffic’ (i.e. IAS allied), as was in past originally, to achieve require real goal.

Indian Railways have the potential to be the largest emplyer in the world. With employment a great amount of social responsibility can be discharged by the present Govt. But before that a slogan of "CLEAN RAILWAY SAFE RAILWAY& TIMELY RAILWAY "NEEDS TO be framed.Local employment is a must so that they remain responsible to local people with tag-line oriented rewards.
