Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment which may extend to one year.”

Section 131 of the Motor Vehicle Act indicates that “Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

However due to non-following of relevant rules by the road users, many accidents are occurring resulting in loss of precious life  at unmanned level crossings.

Suggest solutions for reducing accidents at unmanned level crossings.

Technology should drive this without any manpower, can include the private partnership of that area to built a new gate with advanced features. They can use the space for their advertisements. That should be fool proof and no one can trespass, until it open. As of now, gate cannot stop an indian at any point of time, he is ready to risk his/family and passenger's life for nothing, that mindset need a change, simply an awareness cannot drive this. Need to do beyond that. Thanks for hearing

2) This comes to 15000 acres plus more for stations and will result in eviction of about 75000 families. It is evident that it is not the welfare of the people that Kerala Government has in mind but is trying to grind its own axe. As such it is humbly requested that Indian railways should insist on Suburban railway which is cheaper and does not entail any land acquisition, as Kerala is having shortage of land being a narrow coastal state.

1) Centre is willing for partnership with Kerala to start Suburban Railway. Railway has land to put 2 more tracks which can be used to run High Speed Trains. See link below:- http://english.manoramaonline.com/news/kerala/centre-seeks-state-partnership-for-suburban-trains-.html But Kerala has its own Kerala High Speed Rail High Speed Corporation and want to run it on new tracks and has marked 120mts X 580 Kms. in Kerala for the purpose.
