The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

This is great initiative by Indian Government. However before proceeding we should think on below aspects.At present no one knows BITCOIN, CHAMPCOIN -digital currency created by which group and who is behind the scene running this.There could be possibility that this has been created to legalise black money. Recently you could see the hacker are demanding bitcoin to increase importance of Bitcoin. From this clear that Virtual Currency also not safe.We should create our own Digital currency.

Definitely Virtual currency like Bitcoin and TCC (The CHAMPCOIN) must be regulated in India. If our government is thinking to make India as Digital India than Govt must have to Regulate Digital currencies. There is always some Pros and Cons for everything. If Govt want they can implement tax system on this currencies as well if they regulate. But according to me it must be regulated and it will give boost to Indian Economy.

India should legalize Virtual/Crypto-Currencies and regulate it as we are into digital world now. The Blockchain technology is the latest in world and is implementing in various fields. Measures to be taken for consumer protection is the awareness regarding Offline modes to handle or on hardware platforms like using of Trezor instead of soft wallets. Virtual currencies should be monitored by Indian government economic department along with RBI and just any one Govt. Bank.

.....YES....Indian government should regulate bitcoin as a digital currency of India. Japan and some other countries have already regulate bitcoins as their virtual currency. Then why we not??? It has lots of benefits to make our country successful.

If you really want to develop India digitally then you should make bitcoin legal in India and all business related it should be make legal.Virtual currency is a future man you can't go through paper and plastic currency everywhere. This is the right time to do this if you miss this you will be regret. So just think about this and make it happen ✌.

Indian government should regulate the virtula currency. Instead of stopping and creating chaos among people. Create a tax structure and allow people to invest. There are already advance countries adopting. We talk more on digitisation but when it comes to implement think 100 time. Finally govt what wants tax to be paid for all buying or sellings. This can be manageable from the exchanges. This is right time learn from Japan, Singapore
