The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

श्रीमान जी आज की पीढी Digital India का सपना देख रही है, जो आपने ही दिखाया है। Virtual Currency को बैन करना देश के युवाओ से धोखा होगा। हाँ लेकिन इसकी आड में गलत काम करने वालो पर नजर रखना जरूरी है। Virtual currency के जो Exchange KYC नियमो का पालन नही कर रहे है। उनके खिलाफ जरूर कार्यवाई हो। सारा लेनदेन बैंको के थ्रू होना चाहिये। सबकुछ पारदर्शी हो।

hello India government want India go to digital way bitcoin and other digital currency also a step for digital India . But i clearly want India government and RBI regulat bitcoin like Japan and total control over digital currency like bitcoin . Give me a chance to increase economy my and our country

a.) We've already tried first of the 3 options. RBI sent out a warning in 2013 against the use of bitcoins. So we're definitely going towards setting up a regulatory framework within which the blockchain technology and its corresponding currencies should work, grow and preferably thrive. But will it, is the question? To even setting up a framework requires a massive insight into the future where fiat currencies might be antiquated and viewed with an old world charm.

Already, major countries like US, UK, European major countries, Japan, S. Korea, Norway, Sweden, New Zealand, Australia, China, Russia, Thailand.. have all already legalized Bitcoin as legal payment service.. why is India waiting and shunning the market cap.. legalise it now and let the market evolve.. it will enhance trade to new highs.. the technology is already proven and future-proof.. Bitcoin is a very Powerfull Currency We should move forward to make bitcoin as a legal currency.

Shri Shri . Narendra Modiji .. i am a big believer in your Digital India concept... So regard to you concept i would request you to legalised Cryptocurrency in India.. Bitcoin and Onecoin is the fast growing Cryptocurrency in the world... Onecoin company follow montly Auditing and KYC... As the whole world is accepting it, i really don't want India to be left behind... Let's want a Digitalised​ India... Thankyou Sir..

No need to regulate the crypto, the tax structure works as capital gains.. the blockchain system is self-regulating.. there is no need to waste time and put pressure on Bitcoin exchanges, or worry about fraud or criminal activities.. the Indian Bitcoin market is currently at around 50crores.. instead Gov should investigate its internal corruption, i.e. politics first.. 1st clean up politics, your own home, then try to teach the small exchanges..
