The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Cripctocurrency is good for people but not should be the goods for people. Its a really a neat clean and simple processes to transfer money to any person even to abrod within a minute. Govt should go to the depth of this function and take the right steps which is helpful for people. Many people (95% and above person) unknown about the function.

Sir, India has many historical evidence of financial crime. Also the virtual currency like bitcoin has got attention from the finance sector regulator for crime it can be used for. In India if not kept in check, it will deal to big halawa scam for black money. Also smuggling of luxury items like gold and diamond. So I suggest please first find a was to track and identify the sender-receiver system clearly.otherwise be prepared for another scam. #MyGov #bitcoin #MoF

virtual currencies provide us with a promosing future , resulting in the advancement of the country and reducing the paper work and paper waste . for that it should be REGULATED AND OBSERVED , regulated initially at sub level in minor areas in a particular sector and than further expanding it . for consumer protection ; realise of the fact that there techonology is enough to protect them from cyber crime for promotion campaing like VISHAKA can be organised in DU and colleges

Measures can be taken by government by granting the license to the wallets providing services in Cryptocurrencies & exchanges allowing trade. Linking pan & Aadhar. It is the right time to go with these Cryptocurrencies because if we be the last one to regulate them, there are possibilities that very few Indians would be able to afford these. & moreover this is an kind of opportunity to make India richer again

a)Cryptocurrencies should be regulated in the country considering the promotion of Digital India done by our government. Like every other thing these Cryptocurrencies also have some Pro's & Con's. There are risks involved in these type of monetary transactions but we are powerful as a country to deal the issues.these Cryptocurrencies will give the foreigners the ease to transact in our country avoiding the hustles of money exchange. measures for avoiding issues can be regulated by the government
