The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Bitcoin must be regulated by the government like Japan. It will be good step towards digitizing. Government also protect or support who Already invested in bitcoin.

VC like Tcc & bitcoin should be observed by Indian government so that it can not go into the wrong hand or may not happen the wrong transaction through it , Indian government should not banned because by doing it , you will put the country out side the world in sence of technology , and reserve bank should also launch cryptocurrency

In essence, all banks can be thought of as extensions/agents of the Reserve Bank of India as all transactions are routed through their transaction servers. This creates a flawed hierarchal system with the currency entirely in the ownership and control of the Reserve Bank. This is bad for the consumer

Zebpay k thru bitcoin lenden ki sari detail banks k thru hi jati h or zebpay mai bitcoin buy krne k liye bhi kyc form bhrna pdta h taki koi froud na ho ske jese apne banks mai kyc form bhrvaya

Crypto Currencies are future of digitalisation and as it's people are trading on it big time. We're always behind time, where is the vision, why can't we do something before many others follow. Countries like Japan, Russia, Malaysia, Singapore & many others have already taken a leap. This will helpful & so convenient for people to transfer money anywhere! And excuse me, you can't trade it in cash so no problem on taxation front & no scope of money laundering front! We must APPROVE & ALLOW!

Cyptocurrency like bitcoin & TCC CHAMPCOIN should be regulated by Indian goverment. I think if we want to make our India digital than we should accept this latest technology of Digital Crypto currency. Our country will be No.1 in future if we accept this tecnology. Crypto currency(Bitcoin & Thechampcoin) should be regulated in india because its the fastest and secure way to deal with.. and we go to a new digital currency and countries like australia, usa are regulated bitcoin in their countries. So our government should take positive action regarding this, and should check zebpay . com, unocoin.com and tcc-ex change. properly... And make Bitcoin legal in india
