The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Digital currencies is the most effective technology for our India like the other developed countries USA, Japan, UK etc. I think if we want to make our India digital than we should accept this latest technology of Digital Crypto Currency regularize it.Also it helps to maintain foreign currency deficit in our country which will ultimatly make our country GDP stronger, after regularization it can be used without exchangeing with rupees

Youth love bitcoin & Digital/Crypto Currency should be regulated in India. It is legalised in countries like US,UK, Japan etc...Besides it will also help government in achieving its objective/motive behind Digital India and Demonetisation

Well the VC's like Bitcoins, ethereum, XRP etc should not be banned. Instead these should be regulated like by putting taxes for personal and corporate accounts separately and proper KYC at all Indian exchanges. This will push the "Digital India" initiative. Those who think "Bitcoin is the ransom finance platform", ask them if tomorrow someone does suicide(God Forbid) by hanging from rope, should rope be banned too?? So please ignore comments by those(MPs) who knw nothing abt VCs. #DigitalIndia

I think govt give some time to understand this concept. Every powerful thing has good and bad features so let's understand people of India first that how it good or bad for them.dont make any policy in hurry. India aheading towards digitisation. So crypocurrency is may be the best solution for digitisation.

Crypto-currency is the way forward globally and is very well aligned with India’s digitization mission. It is based on one of the revolutionary technologies. Its generation and usage should be legalised like what other nations have done. Some grey areas are bound to be there but can be effectively addressed as we progress with its usage.

Govt should take step on regulation of digital currency.. i strongly feel it is the good step towards digital india.. yes after ransomeware attack it is big concern that people will ask money via this medium.. Bribe can be asked via using this but see every coin has two sides.. hum ppr currency use karte usme bhi toh black money tha tabhi demonetization jaise step liye... Now its time to look at bright side without ignoring dark side..

Bitcoin तथा champcoin को रेग्युलेट किया जाए क्योंकि यह भविष्य की करेन्सी है। और अभी जो सरकार है मोदी जी की उनका यही सपना है की इंडिया को डिजिटल बनाया जाए और cryptocurrency का इसमें सबसे बड़ा योगदान रहेगा क्योंकि यह पूरी तरह से सुरक्षित है। सरकार से मेरा यही निवेदन है की इसे रेग्युलेट किया जाए।

Bitcoin Legal करना जरुरी है : १. अर्थ व्यवस्ता में मदत होगी २. ऑनलाइन कमाने वालो को नया sourse मिलेगा (बेरोजगारी घटेगी) 3. cashless system बनाने में मदत होगी ४. बडे से बड़े लेनदेन आसानी से तथा जल्द से जल्द हो पाएंगे
