The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Respected Sir , It is very much necessary to control the virtual currencies.Many Rich AND Superich parking there huge money in these currencies ,as they feel that there will be always increase value of these virtual currency ,but now Indian Government have to control this .This currency used by very rich people to hide there wealth ,so Govt.of India should also include investment under digital currency should be shown Income Tax Returns of Individuals or get them banded for investment as china.

I think Virtual Currencies should be only observed. As its value is truly determined by supply and demand.And it was created such that it should not be centralized.Moreover, if we try to regulate, it will increase their price. Just for instance if we regulate and do consumer protection, and the if there is a huge fluctuation in its price, one party will bear a huge loss.Do not regulate VC instead treat it as a stock. We can rather monitor Virtual currency exchanges.

Many CEO's are talking about BITCOIN is going to go like anything. And this is GREAT GREAT OPPORTUNITY for our younger generation which is tech savvy can utilize this future currency as investment medium and start doing online transactions. This will help reduce corruption and eliminate middleman intervention.

must need proper taxation policy. this must be achieved by GST policy. Next must need severe punishment for people who evading tax. proper billing system has to be followed starting from the small shops. digitalization scheme has to be monitored properly. and seperate department has to be made for monitoring digitalisation.

Digital Bitcoin and The Champ Coin should be regulated by the Indian Government. It's gonna give a tremendous impact on the Indian economy.

Virtual currency like bitcoin should be regulated in India because even after demonetization we are getting news like duplicate notes and currently government spending much cost to print notes Before regulating VC govt should provide training in rural areas
