New IITs r welcome. Beautiful buildings don't make good institutes. It is about faculty and knowledge acquiring/creation. Lot of money is spent on infrastructure(!). But nothing on academics. I suggest that for every new IIT, spend 100 cr, of 1600 cr outlay, on 100 bright young men/women, train them at best institutions in the world before they are inducted into the faculty. We talk of IITs, it is because we have put creme de la creme in these institutions. They are good raw material for others.

Regarding improving supply electricity in rural and urban areas (like unauthorized colonies in Delhi), which will also create jobs: (a) Use of LDE lighting in govt. buildings; (b) Use of LED lighting in Metro-stations and other such places; (c) Use of LED lights in commercial areas, namely shops, educational centers, general stores, malls, show-rooms etc. where huge amount of electricity is consumed and wasted;...(..Contd. in next post)

(..Contd.) using submersible pumps for ground water (which is a common practice in each house in unauthorized colonies). By eliminating such private extraction of ground water lot of electricity will be saved, misuse of ground water can be stoped & its quality is improve. (e) Water pressure of the water flowing from overhead water-tank to individual house will be reasonably good and thus it will stop the use of water-booster pumps at individual houses. Thus lot of electricity will be saved.

(...Contd.) (c) Such mechanism of ensuring water supply is quick, self-sufficient, doesn't dependent on any neighboring state & can easily be applied. Govt. may engage privet sector/NGOs in recharging ground-water, developing overhead water-tanks & installing water supply-lines; (d) Such localized supply of water in unauthorized colonies/villages will eliminate use of water tankers & restrict private ground water extraction at individual houses by using submersible-pumps. Regarding effective supply of water in densely populated & unorganized areas like unauthorized colonies of Delhi: (a) It is important to improve ground water level by govt. efforts, which can easily be achieved in one rainy season. (b) In each locality or in unauthorized colonies, overhear water-tanks can be made and by pumping-cum-filtering (including RO systems) the underground water to such over head water-tanks, supply of drinking water can be supplied to each house. I also recommend that as far as banking sector jobs are concerned candidates should b allowed to appear from their states only as this will not hamper the interests of candidates of the resident of the particular states
