The Ministry of Labour and Employment is implementing the National Career Service (NCS) as a Mission Mode Project for establishing a network of Career Centres for providing a variety of employment related services. These Career Centres will be the main outreach centres for the National Career Service Project. In this project, a National portal is also being developed to facilitate registration of job-seekers, job providers, intermediaries etc. and provide job matching services in a transparent manner. These facilities alongwith career counselling content will be delivered by the portal through multiple channels like Career Centres, helpdesk, mobile devices, CSCs etc.

The Ministry seeks to position the National Career Service as a one-stop platform for all employment and career related services. It seeks suggestions from the public, youth, students, Research Institutes, Industry Associations, Academia, Industry etc.forCareer Centres on the indicative areas listed below:

a. Branding of Career Centres: A name and tagline communicating the objectives with particular focus on provision of employment and counselling related services to the youth of the country

b. Coverage of Career Centre: Geographical catchment, Sectoral thrust, Special focus groups, Women and youth centric

c. Implementation Agency for Career Centres: Academia (schools, colleges, universities etc), Industry, Industry Associations, Governmental organisations

d. Services to be offered: Jobseeker registration, Employer registration and job posting, Career counselling, aptitude assessment, Job matching, Information on availability of courses at educational institutions, training providers, Guidance on self-employment and entrepreneurship.

e. Technology Platformfor NCS: Linkage with Aadhaar/Bank accounts to meet KYC norms, Integration with other large databases, Verification of certificates and credentials.

f. Network of Career Counsellors: By linking career counsellors in schools, colleges and universities toprovide professionalcounselling.

g. Involvement of Civil Society, NGOs, CBOs and self-help groups.

h. Local Service Providers through Career Centres: Directory of Local service providers like drivers, plumbers, electricians etc.

i. Career Content Knowledge Repository: A searchable and updated database of skills based content in multiple media formats for easy access.

j. Revenue model for Career Centres to ensure sustainability.

k. Public Outreach Strategies.

Most suitable and innovative entries will be rewarded by a cash prize by the Ministry.

The last date for submission of entries is 31st March, 2015.

मेरे हिसाब से सभी बेरोजगारों का एक डेटाबेस बनाना चाहिए। इस डेटाबेस को ऐसे विकसित किया जाना चाहिए कि सभी बेरोजगारों की कुशलता को वर्गीकृत किया जाये फिर उसके अनुसार प्रगति के लिए प्रशिक्षण या मार्गदर्शन आदि दे और स्वरोजगार उनका कैसा चल रहा है ये सबब देखने के लिए डेटाबेस को अपडेट करते रहें।

Career Centre mere khayal se sabse pehle schools ko banana chahiye kyonki, hamare desh ke schools me keval 1st class to 12th class ki padhai hoti, 12th ke baad bacche ko samajh me nahi aata kya karen. Hamen schools ek aisa deptt banana chahiye, joki 8th ke baad se hi baccho ko tyaar kare, jis field mein jana chahte hai, unhe bataiye ki jo wo banana chah rahe hai uske liye kya kya karna hoga, kahan se padai hogi, kahan se form milega etc..., students ki counseling time to time bhi jaroori hai...

Once upon a time,the present prime minister of india tell that-"i want to see the made in India product". With the help of vocational center,I.T.I and personally we can devolope this programme for small product. For heavy industry the prime minister already announced the world-" come in India and manufacture product". the total system operated with the help of online employment bank. Goverment college or school could be best used for conducting classes. For service providers, on job training is better than classroom facilites. So poorly maintained goverment structure could be used for getting repiar works done as well as act as medium of learning.

Volunteers from industry to spare time during weekends/holidays.People willing to take sabbatical can register on mygov site mentioning their skills.These people can join the program to help with skills building at career centers.They can help in Soft skills,Hard skills,help them get the basic right. Training across various sectors from farming, Automobile,Hardware etc. to be provided based on needs of candidates seeking help (Msg 3/3)

People from Corporate, NGO's, Educational Institutions should be requested to spare time on periodic basis for training and skill upgrade to the people seeking help at career centers.Unskilled workers/people with goals to be communicated about the training schedule and should be trained on appropriate days.(Msg 2/3)

Career centres to be set up in urban areas covering a particular catchment. Special focus on regions with higher unemployment rates.People need to register mentioning their career goals, Interests, Skills and areas where they need an upgrade.Schools and Colleges to share their classrooms and auditoriums for career centres for free. Sir,In defence services more opportunities should be given to the Women aspirants,vacancies are very less for women even in IT branches.I have been selected 3 times for Indian Army but due to less vacancies could not join till now.This time merit has been declared and again merit out.Where as for male candidates vacancies are more but selected candidates are less.If those 10 vacancies could be adjusted for Female candidates in Technical Entry,candidates like me could get joining for April2015.

We need to learn from successful global models to connect job seekers ( contractors) to the employers( clients). The top 3 freelance work platforms are Elance, Guru and oDesk who are catering to millions of users and a significant number from India among them. India Government could build a simlar platform as illustrated in the picture. The goal is not just to establish and run the career centers but to solve social issues of unemployment, quality education and quality work environment.
