The Ministry of Labour and Employment is implementing the National Career Service (NCS) as a Mission Mode Project for establishing a network of Career Centres for providing a variety of employment related services. These Career Centres will be the main outreach centres for the National Career Service Project. In this project, a National portal is also being developed to facilitate registration of job-seekers, job providers, intermediaries etc. and provide job matching services in a transparent manner. These facilities alongwith career counselling content will be delivered by the portal through multiple channels like Career Centres, helpdesk, mobile devices, CSCs etc.

The Ministry seeks to position the National Career Service as a one-stop platform for all employment and career related services. It seeks suggestions from the public, youth, students, Research Institutes, Industry Associations, Academia, Industry etc.forCareer Centres on the indicative areas listed below:

a. Branding of Career Centres: A name and tagline communicating the objectives with particular focus on provision of employment and counselling related services to the youth of the country

b. Coverage of Career Centre: Geographical catchment, Sectoral thrust, Special focus groups, Women and youth centric

c. Implementation Agency for Career Centres: Academia (schools, colleges, universities etc), Industry, Industry Associations, Governmental organisations

d. Services to be offered: Jobseeker registration, Employer registration and job posting, Career counselling, aptitude assessment, Job matching, Information on availability of courses at educational institutions, training providers, Guidance on self-employment and entrepreneurship.

e. Technology Platformfor NCS: Linkage with Aadhaar/Bank accounts to meet KYC norms, Integration with other large databases, Verification of certificates and credentials.

f. Network of Career Counsellors: By linking career counsellors in schools, colleges and universities toprovide professionalcounselling.

g. Involvement of Civil Society, NGOs, CBOs and self-help groups.

h. Local Service Providers through Career Centres: Directory of Local service providers like drivers, plumbers, electricians etc.

i. Career Content Knowledge Repository: A searchable and updated database of skills based content in multiple media formats for easy access.

j. Revenue model for Career Centres to ensure sustainability.

k. Public Outreach Strategies.

Most suitable and innovative entries will be rewarded by a cash prize by the Ministry.

The last date for submission of entries is 31st March, 2015.

It is a good luck that Sixth Five Year Plan (1980-85) has given due consideration to provide these facilities under the scheme of self-employment. Similar steps have been proposed in Eighth Five Year Plan.

Re-orientation of Education System: As regards the problem of educated unemployment in urban areas, India should reconstruct and overhaul the education system according to the changing environment of the country. There must be vocationalisation of education. Proper education should be imparted to the younger men who will be in position to start certain cottage and small scale industries of their own choice especially at village level.

Population Control: There is no second opinion to say that population in India is rising at a very high speed. Unless this problem is not checked, the problem of unemployment cannot be solved properly. Efforts should be made to raise the agricultural and industrial production. Therefore, special drive should be made to make the programme of family planning a good success especially in rural and backward regions of the country.

Creating more employment opportunities in the rural areas through intensive farming, greater irrigation facilities, extension of community projects, organiza­tion of co-operative farming, development of village industry and settlement of agricultural labourers on the reclaimed land. Emphasis should also be laid on the development of small-scale and cottage industries to relieve the pressure on land. These not only help in creating employment opportunities but also check the rate of migration.

To eliminate seasonal unemployment, the manufacturers can take up the production of some other commodities in the slack season.

Self-employment schemes for the unemployed youth have to be launched to enable them to start their own business or small-scale firm, which can also generate employ­ment for many others. Providing temporary work for those who have lost employment. In India, the surplus labour power can be utilized for various public works programmes, affor­estation and expansion of cottage industries and so on.

The present education system needs a thorough overall check to meet the chang­ing pattern of demand not only through re-orientation but also by diversifying the courses in the field of commerce, trade, banking, insurance, technical and managerial personnel so that the adjustments of demand and labour in various occupations become easy. Development of small-scale and village industries can increase the rate of employment. For this, the government should guide the small-scale industries in finance

The infrastructure created by the NGOs can be fruitfully utilized to serve as National Career Centres, in their (NGOs') respective areas of operation.. These can be ONE WINDOW sort of arrangement -- right from registeration, counselling and employment oriented training especially in the field/sector special to the area. THE MONITORING OF SREVICES CAN WELL BE ENTRUSTED TO THE RETIRED GOVERNMENT OFFICIALS -- CENTRAL OR STATE -- HAVING HANDLED SIMILAR ASSIGNMENTS DURING ACTIVE PERIOD. PROFESSIONAL
