The Ministry of Labour and Employment is implementing the National Career Service (NCS) as a Mission Mode Project for establishing a network of Career Centres for providing a variety of employment related services. These Career Centres will be the main outreach centres for the National Career Service Project. In this project, a National portal is also being developed to facilitate registration of job-seekers, job providers, intermediaries etc. and provide job matching services in a transparent manner. These facilities alongwith career counselling content will be delivered by the portal through multiple channels like Career Centres, helpdesk, mobile devices, CSCs etc.

The Ministry seeks to position the National Career Service as a one-stop platform for all employment and career related services. It seeks suggestions from the public, youth, students, Research Institutes, Industry Associations, Academia, Industry etc.forCareer Centres on the indicative areas listed below:

a. Branding of Career Centres: A name and tagline communicating the objectives with particular focus on provision of employment and counselling related services to the youth of the country

b. Coverage of Career Centre: Geographical catchment, Sectoral thrust, Special focus groups, Women and youth centric

c. Implementation Agency for Career Centres: Academia (schools, colleges, universities etc), Industry, Industry Associations, Governmental organisations

d. Services to be offered: Jobseeker registration, Employer registration and job posting, Career counselling, aptitude assessment, Job matching, Information on availability of courses at educational institutions, training providers, Guidance on self-employment and entrepreneurship.

e. Technology Platformfor NCS: Linkage with Aadhaar/Bank accounts to meet KYC norms, Integration with other large databases, Verification of certificates and credentials.

f. Network of Career Counsellors: By linking career counsellors in schools, colleges and universities toprovide professionalcounselling.

g. Involvement of Civil Society, NGOs, CBOs and self-help groups.

h. Local Service Providers through Career Centres: Directory of Local service providers like drivers, plumbers, electricians etc.

i. Career Content Knowledge Repository: A searchable and updated database of skills based content in multiple media formats for easy access.

j. Revenue model for Career Centres to ensure sustainability.

k. Public Outreach Strategies.

Most suitable and innovative entries will be rewarded by a cash prize by the Ministry.

The last date for submission of entries is 31st March, 2015.

Dear sir, Mann ki Baat se kuch nahi hone wala aaj kl na toh public k pass FM h Na hi use public sunna chahti h.u have to make the system very fast.general public is affected with corruption,in govt. offices there is no change.aaj bhi logo ko driving license,caste certificate Or borth certificate banwane k liye chakkar katne pad rahe h.koi change nahiu aayya.Har district mein PM window Start kriye jae jisme hum kisi bhi officer ki complaint kar sake or anti corruption no.start kiya jae Kejriwal

Dear modi ji,i have supported B.j.p in Lokhsabha & Vidhansabha but i dont think govt. has done some effective.you dont start conversation with general public.You said that aache din aane wale hh but we dont feel any good in our life.Today youths dont have jobs.you started a programme on radio "Mann KI Baat " sir aaj kl 4G ka time h or aap abhi radio par hi programme kar rhe h.i am stright forward boy & i spaeks always true.sir general public has lots of expectation from u,,please start PM windo

The idea is career centre is good but it is made of effective because in the last months Modi ji start Swach Bharat ,but it is not effective.every is same nothing is change.firstly,govt. have to make a I.T cell,in which all the records of college passout is submitted.govt. have to order all the ciolleges that have to submit records to govt. of that students who are not placed.After that govt. has rule that in all the private company that they have to aquire 50% of local people.if any company .

From my point,in india,Youth is frusatrated from the unemployement.they have degress but they dony have jobs.this is only due to govt because govt. has given affilation the private engg. colleges as the schools.present govt. saying that we run bullet trains & merto cities but modi ji hame bullet train or metro cities nahi chaiye.bullet train toh ek sapna h sir,,apne to trains last budget me announced ki thi wo toh abhi tak chali nhi h.Palwal-Aligarh E.M.U abhi tak start nahi hiu h or next rail b

Public outreach for such work : Radio/ FM/ TV/ Social Media... can cover all the geographical areas...Career Centers can also educate people in their area for such program me.

Revenue model for career centers: 1. The career centers to ensure proper training and not just formality .. The candidates who can afford the fee will make such payments on their own . For other candidates a mechanism can be developed for some kind of loan from the govt which they can pay in easy installments through the job or earnings from the job or self employment . Also the Career Centers can open small scale units employing the trained candidates and get the fee via this means

A separate portal can be made displaying self employed service providers there linking from the training provided to the passed candidates who are interested working as self employes . The service providers can be listed on govt portal from which the customers can directly search for near their location and hire their services ( like plumber, electrician, drivers, painters, mistry, mechanic and numbers of other such ) a mobile app can be developed for the portal which can be handy for public ..

the system to be linked to adhaar which will automatically link it to the digilocker... For all the academic institutions it should be made mandatory to post the mark sheets/ degrees/ certificate to the digilocker of the person concerned through its adhaar id.

The passed students to be listed for job seeking on a central website from where the job providers can directly pic the candidate . A check needs to be put so that the job placement companies do not take the data and earn from it , the information to be visible to the agencies / companies/ business house other than job placement agencies.. If any job placement company found using the data of this portal for earning then action to be taken against them.

Implementation Agency for Career Centers : should be the Academia (schools, colleges, universities etc) rather than the govt dept., industry associations . But should be checked for transparency in the training provided as i have seen that its mere formality by the training providers and no actual training is provided and they are made payment. An exam should be conducted for the students trained by separate agency then the payment of the training agency be cleared .
