coverage of career centres-govt can follow a franchisee model for creation of career centres. career centres can provide validation/verification services and access to online services to those who have no such access of their own. These can be modelled on the lines of internet cafes but with a clear focus on career counselling, training and recruitment only

coverage of career centres-the service should primarily be internet based so minimum physical infrastructure is required and the service can be rolled out with minimal funds. Establish centres in metros to start with and then spread to state capitals if required. Banking industry is the right model to follow to achieve the right balance between real and online assets to be created. Use the physical infrastructure only for fulfilling requirements of verification/validation of credentials...

network of career counsellors-can be developed as a community on the NCS portal. Again LinkedIn is a good example of how it allows community groups to form and share best practices/ideas between members through online posts/blogs. Rating mechanism of career counsellors should be allowed based on feedback from job seekers/ industry organizations/recruiters. They should be allowed to quote references and advertise their services through the portal

public outreach strategy-use a strategy similar to the one used by LinkedIn website to connect potential recruiters, recruitment agencies, potential employees, training institutes, accredition agencies. There should be a free service and a paid premium service that can be offered through such a portal. Get together with people who run LinkedIn to understand what they think could be the right role for NCS and where co-operation is possible with the like of Linked in

implementation agency: First identify all key stakeholders ie recruiters (HR function), recruitment agencies, training institutes, prospective employees, NGO's, accredition agencies, industry organizations. Each such entity should be registered and their feedback on the working of the NCS should be considered valuable and responded to. For key sectors organizations representing the industry's interest as whole should have a strong say in running the NCS since they represent the main customers

While developing such JD's recruiters should also illustrate their requirements with clear ecsamples of what they are looking for complete wit a set of industry accredited trainings/qualifications that are considered acceptable by each recruiter
