The Ministry of Labour and Employment is implementing the National Career Service (NCS) as a Mission Mode Project for establishing a network of Career Centres for providing a variety of employment related services. These Career Centres will be the main outreach centres for the National Career Service Project. In this project, a National portal is also being developed to facilitate registration of job-seekers, job providers, intermediaries etc. and provide job matching services in a transparent manner. These facilities alongwith career counselling content will be delivered by the portal through multiple channels like Career Centres, helpdesk, mobile devices, CSCs etc.

The Ministry seeks to position the National Career Service as a one-stop platform for all employment and career related services. It seeks suggestions from the public, youth, students, Research Institutes, Industry Associations, Academia, Industry etc.forCareer Centres on the indicative areas listed below:

a. Branding of Career Centres: A name and tagline communicating the objectives with particular focus on provision of employment and counselling related services to the youth of the country

b. Coverage of Career Centre: Geographical catchment, Sectoral thrust, Special focus groups, Women and youth centric

c. Implementation Agency for Career Centres: Academia (schools, colleges, universities etc), Industry, Industry Associations, Governmental organisations

d. Services to be offered: Jobseeker registration, Employer registration and job posting, Career counselling, aptitude assessment, Job matching, Information on availability of courses at educational institutions, training providers, Guidance on self-employment and entrepreneurship.

e. Technology Platformfor NCS: Linkage with Aadhaar/Bank accounts to meet KYC norms, Integration with other large databases, Verification of certificates and credentials.

f. Network of Career Counsellors: By linking career counsellors in schools, colleges and universities toprovide professionalcounselling.

g. Involvement of Civil Society, NGOs, CBOs and self-help groups.

h. Local Service Providers through Career Centres: Directory of Local service providers like drivers, plumbers, electricians etc.

i. Career Content Knowledge Repository: A searchable and updated database of skills based content in multiple media formats for easy access.

j. Revenue model for Career Centres to ensure sustainability.

k. Public Outreach Strategies.

Most suitable and innovative entries will be rewarded by a cash prize by the Ministry.

The last date for submission of entries is 31st March, 2015.

central govt. should open career centres at every district throughout the country. centres should be open in the BDO office or D.M office of each district.

18. One Central Governing body can also be established to inspect the work and trustworthiness of all zonal and state level Career Centers.

Eligible candidates should also be given guidance to pursue their career with full strength if a talent lacks at financial front and wants to drop study give her or him support to his career by allowing him or her hassle free education loans from banks.16. Such students and professionals must be bounded under an agreement to serve the nation with honesty after pursuing their goal in career. 17. Scrutinization must be there with top level transparency.

12. Such centers can also organize seminars as well as programs at different levels to guide youth in a right way as per their quality. 13. Career centers must not be like employment exchanges, it really meant for careers of youth. 14. Centers must be established at zonal level In every states ( i.e. in Delhi – North, East, West, South Zones), & their call centre may also be established as telecommunication companies uses to solve their consumers problems.

9. Candidates who want to work these centers should enroll them and give them an opportunity to compete. 10. This practice must be stopped to organize competitive exams again and again and cancelling so on as it costs so much to candidates as well as their parents apart from money. 11. This pattern will also save burden of checking verifying documents of candidates as well as attestation will also be of no need.

5. Competitions must be conducted but only among eligible genuine talent instead of fake document based talent. 6. Direct call and letters for competitions to selected candidates as per quality. 7. Instead of registering candidates by giving them option to register these centers must have a direct link to schools, colleges, ITI, polytechnics to get successful candidates register directly 8. This process might be interconnected via network system and co ordination of these organizations.

Work may be started from foundation level from birth of a child to success. 0. Proper guidance to choose career. 1. Select stream as per their desire. 2. Guide to choose better college along with stream and job. 3. After school & college give proper & direct way to job in govt. Department instead of conducting and cancelling exams again and again. 4. After refining give opportunity to job as per quality and talent instead of competitive exams.

The name for the career centre may be: Bhartiya Yuva Margdarshan Kendra (The gateway to India’s progress) or Bhartiya Yuva Jiwan Nirman Kendra (Strengthening youth strengthening India) Or Indian Youth Career Foundation Centre or Indian Youth Career Formation Centre or Indian Youth Guidance Point
