India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

We have created a number of institutions by way of the Disaster Management Act, 2005, which may be seen at http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf

What more can be done to enhance our preparedness to handle natural disasters?

Respected Modi ji ,we know that to run a govt is not an easy task ,it takes number of sacrifices ,dedication and commitment, and that you are giving too. Sir as you know that corruption is deep rooted in our society and people are now completely fed up with, our Bharat in intense need of electoral reform,so that MPs like Shakshi maharaj etc automatically get rejected, and i think this bold step should be taken in 2018-19,and i m damn sure that despite great resistence from MPs BJP again will come.

The cyclone shelters in the villages are under the control of the village heads and misusing for their wasted interests. In the peace time they may be used as Community conference halls and vocational training centers or schools.but they are now using as garbage or lumber stores. The technology of the construction shall be shared with the countries which are already using the modern and specific planned Shelters. In Orissa the Shelters are in Semi circles. But in A.P they are in round structure.

The most important thing I observed that crores of Rupees alloted to the NGOs are not properly used to safe guard the coastal villages. instead the Govt on the basis of Indian Red cross Trained volunteers to be taken into consideration to train up atleast 5 to 10 community volunteers to face the field work at the times of disasters ready to work group.Plantation to safe guard the sea and water beds in a systematic besides modern technology shall be taken into as a permanent plan of action.

DISASTERS IN India as well as the man made and Natural. I went as a volunteer of Red cross and a Team leader representing Andhra Pradesh Not only in Ap but also Orissa Super Cyclone, Gujarat Earth Quake observed the lake of training to the rural dwellers , as well as the sea coast vulnerable . The sea-coast areas ought to be taken as protected by creating environmental balaces, like three layers greenery Mangrove, casurana palm trees to be harvested and deforestation must be prevented.

We should note, we are not discussing how to prevent Disaster, Our Discussion should be focused what are the steps we will take to Prevent or minimize the effect of Disaster. My Point of View as follows: Keep always ready 10 persons form every 5 Km area who are able to manage the Area. In Every Lok Sabha area should be one Disaster Management Office. MP will be head of the Disaster Management Office & It will be his Liability & responsibility. Army will train People of Disaster Team.

Seeing the unpredictable nature of natural disasters and the scale of physical and human loss it is high time that every city and villages are planned in such a way that they are equipped with land areas allocated for rehabilitation of affected people for a considerable period of time to cope up with immediate loss. Every city should have a calamity struck relief area with availability of basic needs viz., house structure, water, electricity etc to suffice losses in any calamity.

On seeing the flood impacts on Jammu Kashmir, Govt should start working to create an escape suit like balloons through DRDO. So we should develop balloon like structure which can support a family of four or single person. This should be strong enough for tears and should have small lights, GPS locators,O2 generator support for water, food, Medi. storage. In case of heavy flood these self inflated fully enclosed balloons are connected one by one with anchored ships, till water level turns normal

After construction of apartments , land vacated must be converted to forest.this will prevent soil errosion and stop flood devastation.
