Most disaster handle by Hindustani people. There is no co-operation between government department. All department have their own equipment with no sharing rule like their own property. if government collect all machinery in one equipment department. who need machinery they contact them. this will save money and time and they are ready to work with one order. think about equipment which are used frequently and periodic then manage them. equipment need only operator and maintenance...

government provide facilities but no follow-up for maintenance of equipment and training. most disaster equipment used for personal use of staff and officer. elected politicians use this as their personal properties. In India no one is responsible for failure. I haven't seen any responsible person get prison in my life. If you save them no on can stop damage of property and life. Why government employees are not responsible for their duty? If you punish hard every disaster handle carefully...

Plan a joint training program for civilians, mostly college students by involving NCC, CRPF and Army along with local Fire department to train the students in colleges for two days. Such events must be made open to all local residents who are interested in learning survival skills.

Our country and our region are most prone to disasters- natural (floods, cyclones, landslides, drought) and human-caused (terrorism). There have been a number of studies on disaster resilience. At the core lies PREPAREDNESS rather than relief. Preparedness requires a blend of community-centric or Open Source approaches with top-down policies and procedures. We should resolve not to allow disasters to become causes of serious economic setback to our country.

and at least 1 laks to 2 laks on leave at a time gov take a advantage of those highly skilled people on leave though ministry of shipping by joining them with national disaster management cell . All these mariners are from all over india and mariners are highly paid NRE. I think lot of mariners will like to join a national disaster cell as a volunteer.
