India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

We have created a number of institutions by way of the Disaster Management Act, 2005, which may be seen at http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf

What more can be done to enhance our preparedness to handle natural disasters?

Most important to mitigate damages during any kind of disaster is imparting correct and useful information to affected people & helping agencies like Police,Army,NGOs etc.For such services Govt already has infrastructure in form of Terrestrial Transmitters of AIR &DD,that are at verge of dismantling due to DTH.Why not use it for localized info Govt this will save crores give strong communication, cant be destroyed totally during attacks, calamity, received by selective area & people if wanted so.

Create local pool of disaster management people who have different skills and who live in a locality. The contact information of the group should be made available and each entrusted with coordinating specific activity in case of emergency in that area. Eg: one person is responsible to calling up the medical services, another for traffic management, another for heavy machinery like JCB and cranes. This will ensure that people know who has to do what.

Keep conducting mock drills for scenarios like flood, fire. earthquake on larger scale involving multiple towns and also on city level. This will ensure that all mechanisms are tested and well oiled in case of an actual emergency.

As like environmental education has been made compulsory across all subjects in university, it is high time that disaster management is also made a compulsory subject for all levels of education in India

University should design a course on Disaster Management. State Government should own special tactics team based on the region/terrain. Self awareness on Disaster Management, spread knowledge on little things like what to do and not to do during Earth Quake/Tsunami/Storms) Preparedness and Stocking while storms/heavy rains or during riots situations.
