Please start looking into linkage of Biogas plants producing METHANE gas with Fuel cells to produce electricity in small localized units at very low cost. While mega units (Nuclear / Thermal/Hydro electric) take their own time to come up,and do have hurdles such a capital cost + land acquisition+Environmentalists etc. Biogas linked to fuel cell is established technology and have answers to all the requirements in the vision statement.

This will have no effect on the use of power. It can be done through penalties and incentives only. If the users reduce annual consumption of power by certain percentage as compared to previous year, give some financial incentives. Similarly, if there is increase in consumption levy scaled penalty that should affect the super high consumers adversely. Also lay down upper limit for consumption of power and thereafter just cut off the power supply for the rest of the billing period.

In the villages of india energy crisis does not occur due to less supply but, electricity theft is a major reason. Secondly lack of meters (also in running condition, most of the meters do not work at all) do part in the major losses of electricity department. I request to look for sufficent supply of meters and replacment of supply wires with insulated ones. Also strict actions against the ELECTRIC THIEVES would minimize the losses of goverment....
