A vigilance on already exiting projects in this regard is the prior need. The advantage does not reach to the needy. The privilege should be given needy only but not on the basis of caste, creed, religion or gender. Children with special need should be divided in groups w.r.t. to their needs and the arrangements should be made accordingly. No reservation in entrance exam. . Competence should be decided in terms of quality.
