Exemption of fixed charges on electricity bill. 3. Fixed charges : The charges is to recover the expenditure incurred on Erection and up gradation, repairs and maintenance of electricity network , customers Services , general Administration etc. These expenses should not be charged separately in electricity bill . Fixed charges can be charged on fixed assets such as Land and building etc. not on flowing assets such as electricity . There were no fixed charges before 1998 on electricity. Exemption of Fixed charge will reduce subsidiary near about 25 % to 30 %. 4. Exemption of surcharge 8% on fixed charges and Energy charges 5. Exemption of PPAC ( Power purchase cost Adjustment Charges ) on Fixed Assets 7%. 6. Energy charges 2% on fixed charges plus surcharge. 7. Electricity Tax @5% 8. Neutral Reading. Before privatization there was no neutral reading. After they introduced Neutral reading. It is a big loss to a consumer. For example a neutral is given to 10 persons .
