Roughly 1% of GDP is spent on higher education as against a target of 1.5%. In the recent years, the state share of expenditure on education has declined as compared to an increase in Central expenditure on education. How can we address the financial resource constraints in higher education?

A variable fee structure will be difficult to implement. Students entering the highest education sector are adults and their eligibility should not be determined by the incomes of their parents. This is true particularly at the postgraduate and research levels, they should be encouraged to be as financially autonomous as possible. Keeping fees low will facilitate this independence and ensure that no meritorious student is denied her fundamental right because she cannot afford it.

Suggestions: 1. Funding should be provided to Master's students for attending conferences in India and abroad. Currently it's available only for PhD students.

Government should increase their deduction limit on Income Tax for providing education to their children .Thus , will motivate and boost up the zeal of medium level and higher level persons to educate their child . Govt. should impose such a policy which should state that atleast 35% education in any educational institutional must be provided free of cost to the people below poverty line or under-priviledged.

if govt. give fiscal support to higher education then they can able to do it.its benificial to govt also because through this process they get number of intelligent educated person
