All tenders must be open tenders. There must be no limited tenders. All tenders must be published in the respective institute web site irrespective of whether they are of small or large potential value. “Quotation validity period” of the offers insisted by government must not exceed 15 days. It is observed that government tenders insist on the quotation validity period to range from 60 days to 180 days. Why does the government need so much time to decide? This only delays the procurement.

The tender durations must be short. For very low value order the tender duration can be as small as 48 hours to 72 hours and even email offers can be considered. No tender duration must exceed 7-15 days irrespective of potential value of tender. Assuming that courier of the hard copy of quotation offer takes 4 days, 15 days should suffice for tender duration. As many products must be procured through tendering as possible as it will promote transparency and government too will have more choice.

Government must eliminate bizarre clauses such as EMD (earnest money deposit) in the pre/post tendering stage. Who is the government trying to fool. EMD just escalates prices and does not ensure any efficiency/quality. It also creates ripe breeding ground for corruption. EMD amounts are held irresponsibly by the government body for no apparent reason. This creates cash flow issues for the vendors/potential vendors. Vendors out of desperation may pay bribe to recover their own money.

We have few thousand police men for millions population....but if each corner of road become eyes and ear of police...This will not only help and reducing crime but also give police more time to interact with people and understand how well they can serve....Each corner of road should have small tea stall or phone both with cameras install on top and duty of stall owner is to keep camera running and have recording of 30 days. ....money for this can be used from mla fund...Each bank and shop

Sir,Government revenue is been used by various government agencies,who do not have a proper record system to maintain these accounts.They still have manual procedure to follow,which gives various loop holes for the authorised person of the gov.to misuse these funds.Moreover we have a complex tax regime,which allows these person to give various excuses to misuse the fund.There should be a centralized monetary & enforcement policy which is applicable to all gov. dep. to control expense

Thanks modiji for starting again industrial revolution by make in India campaign...banning of Chinese fire cracker for first to see turn around....In same way of make in India is followed by film industry and make film in Indian location ..We will not only save Hugh foreign exchange but also help in developing tourism in India. .......Small difference matter big....

Accidental Drowning is now a days a great concern. I am sister of a victim who lost his life due to accidental drowning at the most popular water falls at Bangalore, (the Mekedaatu Falls) due to inadequate safety measures by the tourism department.I wish government can help me to install adequate measures so that no more child drowns accidentally. Well Not being so knowledgeable i am trying to put my effort into your notification that in our area where several people died due to severe road accident, well almost whole country is facing the same bcoz people are not used to follow rules. Can it be a compulsion to sale a vhicle after checking that the person buying has a valid license or not. It is very small initiative but you can see a lot of hike in the numbers of the people having valid license who can follow the rules

1.Government should identify major expenditure/ spending items/heads in each department. 2. Conduct a study to fix a normative cost for each. 3.Create a mechanism to identify and appreciate lowest spending on similar items/heads by various departments and make it new bench mark. 4, Inter departmental comparison to reduce cost and create saving on expenditure on various heads. 5.Scrutiny of wasteful expenditure by above and control immediately rather postmortem at year end.
