The stage 2 of the Smart City competition is very crucial as each city’s Smart City Proposal (SCP) is supposed to contain the model chosen, whether retrofitting or redevelopment or greenfield development or a mix thereof, and additionally include Pan-City dimension with Smart Solutions. The Smart City Proposal (SCP) will also outline the consultations held with the city residents and other stakeholders. Also, a vision for the Smart City has to be prepared, and this vision should emerge from the needs, aspirations and wishes of the local people to make their city offering more to live better life.

The biggest driver of the Smart City is the smart citizen. Citizen involvement in Smart Cities is elevated. So, the Smart City Proposal will be Citizen Centric, designated after consultations with residents of the city and through active participation of various groups such as Residents Welfare Associations (RWAs), Tax Payers Associations (TPAs), Senior Citizens and Slum Dwellers Associations (SDAs).

During consultations, various issues such as areas of utmost concern, needs and priorities of citizens and different groups/associations will be identified and people centric solutions will be evolved.

Chandigarh Administration hereby invites the citizens of Chandigarh to share their views on ‘How to make Chandigarh a Smart City’. The campaign aims to increase public participation in Chandigarh Administration’s effort to garner support for the city’s quest for a Smart City tag.

The residents of Chandigarh can also post, share their ideas, views and opinions on ‘Smart Chandigarh’- the official mobile app of U.T., Administration.

[Part 5]It would also be great if this digital platform earmarks the plot areas, with different planned end-usage by the local bodies like ‘Marked for an Educational Institute’, ‘Marked for a community centre’, ‘Marked for a public park’, ‘Marked for commercial space’ and so on. If such a portal is available for public access, on some website, it will go a long way in helping increase the transparency of various departments and reduce land grabbing incidents, since the public would be more aware

[Part 4] If such a Digital Map of city is ready, the planning will be far better than current levels, which will have its effects on the execution levels as well. It will also save the citizens from the troubles of having to cope up with constant ‘digging and re-digging’ of utilities all over the city. I understand that such kind of planning and information gathering on a single portal may be a humongous task for existing big cities and metros, but better late than never.

[Part 3] The digital city planning platform should have complete access to all the departments, with different session login modes like ‘Research Usage’, ‘Survey Planning Usage’ and ‘Modification Usage’. This is essential, so that there is a central body with takes care of interaction between various departments and takes note of all the changes happening to civil utility works within the city. [Part 2] There is a need of digitizing this town planning requirements and a seamless flow of information between various government departments under all three tiers of local bodies, state government and the central government. Hence, I strongly that the government should come up with an ‘integrated digital map of the city’ with inputs from all departments about their various civil works, embedded into it.
