Media should be involved. But before that we need to ensure world class infrastructure at all heritage sites. It should be such that the tourists should fall in love with the place. Just compare any of our sites with Louvre Museum, Westminster Abbey or St Paul's Cathedral and you will see the difference. Only publicity through media will not help. In fact, if our places are easily accessible, clean and beautiful, no publicity will be required.

Here is my proposal for promotion.
From each city of India, find 10-12 top places to visit which should include 2-3 historical background, 2-3 Art and Music, 2-3 Fun for children and 2 mostly shopping related.
Put all these in one Broucher on City Site seeing. Then put a price tag on it saying people can visit all of them in 2 days for some Amt, Ensure people of that city with good knowledge are present for tours. Highlight this during inter city games, plays, during Cinema interval, TV add

1) Encourage tax breaks to TV channels/adviertisements/films/books which promote Indian culture and heritage and programmes during prime time 20:00 to 22:00 hours
2) Make Policy to discourage frivolous debates during prime time
3) Centralize & coordinate all the research on Indian culture and heritage through web site
4) Encourage researcher and media interaction
