Indian National Defence University Bill, 2015 proposes to establish a world class fully autonomous institution of National Importance under Ministry of Defence. University will develop and propagate higher education (PhD, M Phil, M Tech and M Sc) in National Security Studies, Defence Management and Defence Technology and promote policy oriented research on all aspects relating to national security, both internal and external. It would also encourage awareness of national security issues by reaching out to scholars and an audience beyond the official machinery. It will also serve as a think tank contributing to policy formulation and debates on security and strategy. INDU will inculcate and promote coordination and interaction not just between the three Armed Services but also between other agencies of the Government, the Civil Bureaucracy, Para Military Forces, Central Armed Police Forces, Intelligence Services, Diplomats, Academicians, Strategic Planners, University Students and officers from Friendly Foreign Countries. It would create synergy between the academic community and Govt functionaries. It would make available opportunities for higher studies through distance learning to interested military personnel.

Initially, four new colleges / institutions, namely School of National Security Studies, School of Defence Technology, School of Defence Management and Centre for Distance and Open Learning are proposed to be set up at main campus at Binola, Gurgaon. The four existing Defence Institutions namely National Defence College (NDC), New Delhi, College of Defence Management (CDM), Secunderabad, Defence Services Staff College (DSSC), Wellington and National Defence Academy (NDA), Khadakwasla, Pune are proposed to be brought under the ambit of INDU without diluting their powers or autonomy for award of degrees and diplomas.

International Students & Faculty. The draft bill states that people of all race, caste, creed are free to seek admission to INDU, it is assumed that this includes foreign students as well. Disciplines and programmes in which their participation is possible must be identified early on and they must be encouraged to join. This would infuse new thoughts and enrich our military thought. In addition there should be a provision to bring in International experts as faculty.

Include Service specific, DRDO and MoD institutions also in the list. Some deserving candidates are DIAT,MILIT, AWC, NWC, CAW, CME, MCTE,MCEME, SFL,IDSA, CMM. School of Defence Management. Since there already exists a fully functional College of Defence Management, the need for another such institute may be reviewed. It may be more prudent to expand and strengthen the existing institute through infusion of the proposed resources into it rather than dissipating them into raising yet another

respected sir, I appreciate the govt for initiative.canvasing can be done through GOVT.schools. please recruit candidates after class X,XI,XII by conducting skills test give required training with stay fund every one will join. please make R&D department with PHd members & students in all the fields then the university can establish a good name.

(a) Affiliated Institutes. Four new Schools are proposed within INDU and four existing institutes are proposed to be subsumed. The list of existing institutes proposed to be included in INDU seems to be based more on administrative convenience dictated by current arrangements and existing silos of the Indian Defence establishment. If NDA qualifies as an institute of Higher Learning other pre-commissioning academies such as the Naval,IMA, OTAs & AFA be also included for sake of standardization.

INDU need module courses and Research Scientist. Recruit PhD Scholar from IITs to promote significant research in field of Electronics (Microwave, Communication, VLSI, and Instrumentation), Mechanical, Particle Physics, Engineering Physics, Biomedical, Chemical, etc. Do not judge candidate only on mark sheet, because in such case INDU will loose candidate like Einstein. Recruit creative candidate, who knows how to defeat failure.e.g. Edison

The idea of defense uni should have been established long back. I appreciate the govt for initiative. Defense uni will require a vast canvas and it may be necessary to set up more than one university. Defense requires soft skills as much as hard skills. There should be a planned action to involve academic institutes in matters of defense. Even management institutes should get involved. No of subjects that will be required in defense will be mind boggling. I hope the process is carried out fast

The most important thing I believe is missing from Indian defense is diversity. Just like all batsman cannot win cricket matches, in fact in reality you need more diversity than cricket team. I have seen some of the defense recruitment ad which specify a particular criteria even to apply. That is mistake, a country can be defended by those who wants to defend it , not by some not researched physical criteria person. Profile people in all aspects. find what they are good at, assign accordingly.

The idea of defence university is very good. We should also include PG courses and research on short term and long term habitation on inhabitable conditions such as under sea, outer space, deserts and extreme cold.

Sir, defence based requires a lot of funding and sincere people who want to work and make our country grow should be given all kind of appraisals so they are motivated to work. Secondly, when a defence research becomes successful , please see to it kept as secret and no one except the authorised personnel should be allowed. Thirdly, if anyone is involved in scams based on defence, they should be taken care of accordingly ( severely).

Very good initiative sir., I suggest we must involve IIT Kanpur which has renowned Material science department with world class research labs. Kanpur has various existing ordinance factories which makes guns. A proper tie-up with IIT Kanpur, much experienced ordinance factories of Kanpur for the proposed Defence University can deliver quick results in the defence sector.
