There should be 3 tier monitoring system at the level of: 1. Chancellor (Governors in state Universities) through a committee which monitors work of the Vice-Chancellor on 6 monthly bases. 2. At the level of Government (State/Central) through a committee 3. Vice-Chancellor of the Universities through a committee The committee nos.1 and 2 must visit the University at least once in 6 month to meet the students, teachers and employees to see the ground level progress.

India should be divided into north, south, east, west and central. All the 4 divisions should be governed by second to prime minister (SPM) and central should be governed by prime minister.

IMANJEET KAUR, SRI MUKTSAR SAHIB Now Government has made education reachable to all category people by RTE rules. It is a good step of Government but it requires attention on quality not on quantity. For it admission process should be done on the basis of a definite valuation system. An examination should be held on primary and pre-middle level.

The PBAS system is not a good measure of academic quality and should be replaced by a grade-based system. Rather than seeking to develop uniform, standardised and one-size-fits all performance indices for all fields, broad guidelines should be provided which allow specialised academic judgment to determine evaluation. For both merit promotion and appointment, the candidate should be required to submit a letter of self- evaluation. Evaluations from external experts is necessary
