The National Council for Vocational Education and Training (NCVET) was notified by the Ministry of Skill Development & Entrepreneurship (MSDE) vide Notification No. D-17/113/2017-E&PW on 5th December 2018, to regulate the functioning of entities engaged in Vocational Education and Training.

In pursuance of the mandate of NCVET, the ‘Guidelines for Recognition and Regulation of Assessment Agencies’ have been formulated by laying the objective, foundation principles & approach, structure, proposed models of assessment for recognizing and regulation of Assessment agencies under NCVET.

The Guidelines is posted on the public domain- MyGov portal, to solicit comments/suggestions, if any, from the public/stakeholders and all are requested to convey their suggestions/comments on the Guidelines latest by 18.10.2020.

The Ministry of Skill Development and Entrepreneurship has proposed that NCVET will utilize the existing infrastructure and resources for the most part of the two existing bodies that will be merged; other posts will also be created for the smooth functioning of the new body.

Functions of NCVET will include: Recognition and regulation of awarding bodies Assessment bodies and skill related information providers Approval of qualifications developed by awarding bodies and Sector Skill Councils (SSCs) Indirect regulation of vocational training institutes through awarding bodies and assessment agencies Research and information dissemination and grievance redressal.

In order to ensure transparency, accountability and efficiency in the functioning of various recognized bodies by the council, a grievance redressal mechanism redress grievances in a time bound manner, so as to prevent unfair practices and to improve the service delivery of the recognized bodies.
