The National Council for Vocational Education and Training (NCVET) was notified by the Ministry of Skill Development & Entrepreneurship (MSDE) vide Notification No. D-17/113/2017-E&PW on 5th December 2018, to regulate the functioning of entities engaged in Vocational Education and Training.

In pursuance of the mandate of NCVET, the ‘Guidelines for Recognition and Regulation of Assessment Agencies’ have been formulated by laying the objective, foundation principles & approach, structure, proposed models of assessment for recognizing and regulation of Assessment agencies under NCVET.

The Guidelines is posted on the public domain- MyGov portal, to solicit comments/suggestions, if any, from the public/stakeholders and all are requested to convey their suggestions/comments on the Guidelines latest by 18.10.2020.

It will help achieve twin objectives of enhancing aspirational value of vocational education and increasing skilled manpower furthering Government’s agenda of making India skill capital of the world.

The establishment of NCVET by merging NCVT and NSDA will lead to improvement in quality and market relevance of skill development programs. It will also improve credibility of vocational education and training by encouraging greater private investment and employer participation in the skills space.

Recognize and regulate awarding bodies, assessment bodies and skill related information providers. Approve qualifications developed by awarding bodies and Sector Skill Councils (SSCs). Indirectly regulate vocational training institutes through awarding bodies and assessment agencies.

Taking cognizance of the commonality of interests, NCVET seeks to separate the assessment and awarding function and keep them at arm’s length to strengthen quality and accountability in their operations. Even for organisations and institutions which have dual recognition, the separation of the assessment and awarding functions in terms of personnel, administrative staff and resources have been embedded in the recognition modalities of NCVET.

Assessment Agencies get recognized as per the NCVET Guidelines for improved quality and acceptability. However, in order to implement any government funded training program, it shall be mandatory for assessments to be conducted through assessment agencies recognised by the NCVET.
