In terms of PLHIV, Manipur state is the one I have witnessed as strong case. Media and CVO concludes in their reports of Sexual Transmitting as the most common form of HIV in Manipur. This is very wrong concept, CVO and AIDS controlling govt agencies in the state are more happy to take grants and projects related with HIV, we could not find our the exact number of PLHIV. A door to door survey similar to Polio Eradication is necessary to detect and prevent spread of HIV and put them on ART

I had been to Andheri, Mumbai RTO recently. It's in a mess, even though they have done some computerization. Incompetence is visible at every level.Forms are obsolete . Procedures are time consuming. One has to run from pillar to post for any work. TOUT culture is conspicuous and has to go.I can streamline the system, if engaged as an official consultant.

HIV's top two causes are unprotected & multiple partner sex.
Awareness in the age group of 15-30 years through social media & education institutes is mandatory (at least one awareness program per year).
Youngsters are involved in two major activities education & job, hence a compulsory blood test from all hospitals & labs (nominal cost of Rs.100) before recruitment for all organizations including kirana shop at a corner.
