Existence of insanitary latrines is the root cause of manual scavenging. As per the ‘Houselisting and Housing Census Data, 2011’, there were about 26 lakh insanitary latrines in the country in 2011. All existing insanitary latrines need to be identified and either demolished or converted into sanitary latrines under the provisions of the MS Act.

What innovations can be used to convert insanitary latrines into sanitary latrines in shortest possible time?

Filthy people induce insanitary conditions in latrines. They spit tobacco, extinguish bidis and cigarettes in the washrooms, write abusive words, do not flush after use etc. They should be penalized and made to pay for repairs or cleaning.

For past 60 years it was governance of repression, govt machinery was to rule over citizens with ruthless repression & opaque actions/rules keeping citizens deprived of quality employable education & skills. For individual growth quality education of skills is single most important thing

the public places honestly. Leaders can play very important role into this.Like bharat swacha abhiyan elected leaders role is to motivate the peoples to follow the rules and Just do their duty honestly. Its very necessary for continuous check and have control on the peoples who are getting payment from government. Make them answerable every day. No other way to come-up from this problem.

cleaning toilets for every one hour. Then pleasant smelled liquids and spray. This enables peoples to go into toilets. In india peoples who recruited for toilets cleaning but they never do their duty honestly like other country peoples. They are taking government full salary every month but no duty at all. This is happening all department. Like some peoples are getting salary for DDT spraying to public places, some are salaried for raod maintainance. But nobody just doing their duty.No leader checked

In the other country the minimum level of salary of different working peoples are declared.Someone can-not give less salary than government decided level. The same thing happens with our indian ambasador in U.S. i.e. Devayani Khobragade. This way all peoples will maintain their standard and hardly anyone will disrespect any profession. Mr. Modi should speak on Radio some words on this topic. I saw in Japan that the person fully equipped with sanitary maintaining equipment will be continuously
