Existence of insanitary latrines is the root cause of manual scavenging. As per the ‘Houselisting and Housing Census Data, 2011’, there were about 26 lakh insanitary latrines in the country in 2011. All existing insanitary latrines need to be identified and either demolished or converted into sanitary latrines under the provisions of the MS Act.

What innovations can be used to convert insanitary latrines into sanitary latrines in shortest possible time?

Un-sanitary behaviour is a cultural issue in India (please remember culture doesn't mean necessarily religious practices, culture is a way of thinking ). First people need to realize what is dirty, and what should be considered clean. The concept of cleanliness in India is very low. People also need to realize that cleaning up after yourself is a civilized thing to do. Hygiene and good cleanliness behaviour needs to be taught from a young age. There needs to be more posters in bathrooms.

sir..the main problem is lack of flushing facilities in most toilets.moreover the possible solution is to install self cleaning toilets.ie toitets fitted with sensors that cleans and disinfects itself after use.

if its a public toilet then we can provide users with flush and soap toiletries and also create the toilet cabin as a "quick" grooming accessory on road by providing a mirror etc..so that people feel like home and dont hav to wander for places to get fresh...thus consequently they will take this toilets as necessity to relax n fresh and will not leave it dirty..and if we have to sanitize rural toilets we have to get ceramic toilets and apply humorous flex boards near to promote good hygiene.

There should much more toilets in big cities, so that people do not use open space to relieve themselves. it should be pay and use not free so that one who takes the contract should keep them clean and neat, if not their licences should be cancelled, but people should be educated first to make them understand that using open space is not good for them nor for the others too, they must made to understand this problem, i even now see that many even educated men do use open space.

HRD Minister, please let children enjoy reading our mythology as great works of literature in science fiction. They are a lot smarter than our generation and will find out for themselves how much of it is true and how much a figment of imagination. Do teach them about our great mathematicians, astronomers and Ayurvedic researchers of whom we have documented evidence. Encourage children to ask questions and satisfy themselves before believing any hypotheses.

Rather than demolition conversion will always be more effective, unless it is beyond repair. We have designed a toilet that can be installed in 3 days. If the insanitary latrines are identified they can be tackled on case to case basis.
