Existence of insanitary latrines is the root cause of manual scavenging. As per the ‘Houselisting and Housing Census Data, 2011’, there were about 26 lakh insanitary latrines in the country in 2011. All existing insanitary latrines need to be identified and either demolished or converted into sanitary latrines under the provisions of the MS Act.

What innovations can be used to convert insanitary latrines into sanitary latrines in shortest possible time?

Respected PM, a) Create awareness in the people to have Sanitry latrines - as we are doing in the case of Swachh Bharat b) Since we have details, a systematic plan - Panchayat Level to convert the existing insanitry toilets to Sanitry toilets - a interest reduced loan schemes or impose a higher taxation/electricity tariff to them after giving 2-3 years of time for such conversion c) Create a rehabilitation of existing workers - recruiting them for Cleaning services of Railways Public Transport

The fate of SBM(gramin)will not be different from CRSP or TSC or NBA.IT is high time the responsibility of providing toilets are shared with established and trustworthy local NGOs who have a proven track record.the govt. should monitor them.Providing toilets is a local problem and big national names may not be able to deliver.We will succeed only if thoughtful and practical measures are taken and a different approach is adopted and until and unless practical and thoughtful measures are

Time and again targets have been fixed for eradicating open defecation but not achieved.Succes stories of sanitation can be replicated with the help of the central govt.and not state govt.The major funding agency shows its helplessness as this is a state subject.The target of 2019 can be achieved if popularization of a good system of working/providind/using of toilets is replicated all over the country.working poorest of the poor on a subject about which they are not aware is a big challenge.
