Creating Public latrines is the responsibility of the Government. However the Government may not have funds to provide latrines for all citizens. So can latrines of various classification constructed (like star rating). Some are charged and some are free. Private companies can be motivated to use their CSR funds to construct latrines (I am sure it can be a great place to market !!
