I think its every individual's responsibility to keep the latrines clean as its WE who use it. We can either have fine for whoever comes out without wiping clean the washroom OR have a cleaning guard sitting outside to do it, but the latter would cost money as we would need to pay the guard for this duty.

If there is uninterrupted water supply, toilet paper supply, exhaust fans, lighting and proper maintenance of flushing equipment - clean latrines will be possible. Industry should be involved in adopting public latrines in their areas as proper maintenance requires money as well as constant monitoring for broken/stolen/malfunctioning equipment. If funds and efficient monitoring and repair is done dirty latrines should soon be history.

Open defeacation should be tackled by educating the harms and hazards of such practice. 3. Construction of toilet should be linked with other benefits and services like Subsidies, or Subsidised Rashan is provided to house hold with latrines. 4. Pay toilets need to be constructed in villages with nominal charge, 5. Latrines in schools - governmenet, Corporations, should be spruced up

Adequate water supply and proper connection to sewerage system should help solve the problem to a great extent. People should not use latrines as if they are using them out of compulsion and like one time affair..should rather treat like responsible users. Local governments should monitor their weekly cleaning and periodic maintenance. Its a necessity.. not a luxury that can be lived without.

I think Manual scavenging should end, there should be proper drainage system built and people who are currently into manual scavenging should be promoted to build this system. Also the Manual scavenging job should be treated with respect and special care must be taken for there health and safety, like proper equipment for doing there job and proper dress code.
