All latrines should be owned by someone or other.Like petrol bunks , shopkeeper, NGO, lions club philonthropher,etc . they may get some tax other relief ,or free land .

I feel for a country like India where we take for granted that public properties are meant to be destroyed. So I think we need a senitary system where wherein all the public toilets need to be interconnected through underground drain which again is connected to a underground storage tank to be processed further by waste management process. Now these drains can be used as urinal as well as toilet like you would encounter those toilets found across hotels in Tibet for mansarovar yantra.

Indians average about 5 1/2 feet. Seat height is vital. Western-type commode is ideal but people need training. My idea is, the seat be like a drawer pulled out of chest- say, out-of-wall of a moving train. In trains, latrines are 3 feet x 3 feet in size; space poses problem. So,people soil all-around. If seat can be made moveable/ if water directed to flow like fountain to clean behind/ if seat be cleaned when pushed back into wall by another water jet-the insanitary spillage can be made 'nil'.
