Existence of insanitary latrines is the root cause of manual scavenging. As per the ‘Houselisting and Housing Census Data, 2011’, there were about 26 lakh insanitary latrines in the country in 2011. All existing insanitary latrines need to be identified and either demolished or converted into sanitary latrines under the provisions of the MS Act.

What innovations can be used to convert insanitary latrines into sanitary latrines in shortest possible time?

Dismiss the engineer who passed any house which doesn't have latrine and water facility and fine him with the amount he has taken till date as salary with heavy fine if he can't pay then sell his property and recover the money and then give him capital punishment with his replacement within a month
