The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

Aspects of Good Governance Technical and managerial competence. * organising an committee and appointing skilled members. Organisational capacity. Reliability, predictability and the rule of law. Accountability. Transparency and open information systems. Participation of general public.

Dear Sir The entire country is well aware of the fact that almost all of the black money is invested in real estates. Restriction on purchase of land should be made so that no body can purchase unless it is necessary. This will push people to invest all their money into productive sector like manufacturing.

An good governance is that only when rule of Law is made as common to all Citizens, without showing difference between Rich and Poor. There are much difference in law for Rich and Poor, till it come as common only it can been said as Good Governance. It's common in COVID19 situation also, in this situation also poor only affected in many ways by Govt rules and paid fine, but Rich are escaped from the rules and fine due to corruption and irresponsibility.

Hoarding, Black marketing, Charging Excess Rates etc. by Kiryana merchants, traders of essential items were very common & people had made a lot of money out of this during pandemic. A mechanism of price control, stocks etc need to be worked out

Although the Govt. has provided assistance i.e necessary items to the need during Pandemic, but i have experienced it has not reached to the correct persons. There are only a couple of areas in our city where everybody is donating however its a fact that these people are self sufficient in covering their needs. A large number of people especially lower medium class who were in need were only waiting. There is an urgent need for identification of citizens from all aspects.

*Government officials should be appointed based on their qualifications, practical knowledge and their sincerity from school days. *Highest position should be shared by two persons(one youngster and one aged person). *Promotion should be based on their performance purely. *Appreciations should be their for the good work in the departments.They should be exposed. *Quality of Education should be the same throughout the country. *Unnecessary expenditures should be avoided.
