The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

You can share your submissions only in PDF format.

The Department looks forward to your ideas and suggestions on “Good Governance Practice in a Pandemic” in the Idea-Box hosted here.

I think the way government is handling the pandemic situation is quite admirable . I feel the government should come back to the strictness in this situation and it should have proper agenda to fight with corona like pandemic . this is not only the responsibility of gov.to save people.the public should also support the policies and agendas of gov. the next point I want to highlight is that mask and sanatiser should be mandatory other than it cheking of these things should also be done.

To control the pandemic like Corona , the Govt must set the strict Rules to fight it. 1. The mobile app , Arogaya Setu , should be automatically uploaded in each and every mobile. 2. It should have one important facility, that the camera should check the face of user and if mask is not found on face, it should give the alert message to user and ask the user to wear the mask . But the camera should not store the pic of user and it have to sense face without mask only.

1. Gathering for any events to be restricted and to continue until the pandemic is completely over. 2. Frequent messages in phone, news paper to continue as people will forget. 3. If second wave starts, night curfew to be imposed or area wise restrictions like before based on the no of cases. 4. Travel restrictions may have to be rolled back too.

More emphasis should be placed on population control. Only those who cooperate with the central government's population control should be given the right to contest elections & the right to vote & the government's public welfare programs and scholarships. More political importance should be given to states that control population. The central government should provide additional parliamentary constituencies to the states that control the population.

Good governance in a Pandemic 1. Strict policy on wearing mask 2. Each area to have Marshall's who monitor and collect fines. Which has to reflect in each one's adhar site to reflect number of times the person has defaulted. If it goes beyond 10 times, bank account gets blocked. To unlock, the person has to pay huge fine again. 3. If it is not bank account, cell no is the next option to be blocked. Which can be unblocked after paying fine to the phone provider. This money has to go to govt.
