When it rains there is lightining and thundering. If we can make it possible in some engine or machine whose inside we can create same envioronmet for producing lightining like rain lightining and equal or more charge as lightining can travel 4 lunar distances in one instance. I know in US, in many places they have laid down gas delivery pipelines (Just like water pipeline). May be India should do that on a city by city basis? Or one other option is hike the price of subsidized LPG and increase fines on people caught diverting subsidized LPG, that may be a deterrent.

All cylinders shall be identified by a unique number and a RFID tag. When refill is given, this number must be captured against consumer ID. On next refill, the same cylinder must be returned to the agency. This will prevent diversion of cylinders to unauthorized use. Most of diversions to black market or commercial usage are possible due to undifferentiated cylinders. If I have to return same cylinder after a month, I will not give it to anyone or have to keep a track. It discourages pilferage.

Start tracking flow of cylinders using technology (RFID tags) etc. in a given geographic area. Develop strong deterrents such as hefty fines, name & shame violators, etc. Expand such operations to other areas

considering head count to provide subsidised cylinder is not worthy since annual income of the family should also be considered...a family of 10 memebers with one or two earning with in limits probably need subsidised cylinder to meet their needs...rather than that tax payers who earn more than 15 lakhs p.a could be considered ...including ministers
