Rain water harvesting should be made compulsory for every household in urban areas. This has to be implemented through local municipality making it as a rule while giving permission for house construction.
Proper regulations to be made for private bottled water industry for quality of water.
Lake encroachment in the urban areas is a major problem. Lakes are source for underground water replenishment and some times lakes act as buffer storage during floods. ( one of the reasons Chennai floods)

if water ministry has problem in transporting water through canals they can user piped water supply for the purpose. and GAIL from petroleum sector can be of great help they have required land and connectivity and survey info. they connect length and breadth of country. when they are under ground. water pipes can be over ground. #SaveWater its feasible and best utilisation of resourses. you can get brahamputra water from Guwahati to Marathwada. just 1680 km and the expense is worth it.

Gov should take control of water purification and selling industries working in India and strict regulations should be made for minimal use of bottled water.
The location of these industries should be strictly in accordance with natural abundance of water table like tarayi areas of Uttar Pradesh. This may lead to financial loss to involved industries but no cost is above than the environmental losses.

I am in Bangalore Karnataka and have been trying to implement an STP solution in our apartment which will save at least 10000 litres of water daily in our 150 3 bhk apmt complex. Unfortunately most of the builders in Bangalore have not provided for a proper working STP. Although mandatory on paper, many complexes do not have it or are not using it as they should, resulting in pollution of lakes and ground water, not to mention the wastage of water which is untreated.
