the states have their respective political masters with their own copied philosophies most of the times... so who cares for common man and his water demands (much less his water rights). When the minerals and coal and petroleum etc.are not the state subjects then why water should be a state subject.....Crores and crores are being spent on identification and planning of water resource projects but without any sign of implementation because "water is a state subject" and states choose to sleep.
