the states have their respective political masters with their own copied philosophies most of the times... so who cares for common man and his water demands (much less his water rights). When the minerals and coal and petroleum etc.are not the state subjects then why water should be a state subject.....Crores and crores are being spent on identification and planning of water resource projects but without any sign of implementation because "water is a state subject" and states choose to sleep.

Future wars are going to fought over water. Today a section of population is crying hoarse against dam building, but unfortunately these are not the people who do not have access to clean drinking water...We are great copy cats of the west... since they are protesting dams so automatically we must follow them, notwithstanding the fact that they have already developed and exploited their water resources in a systematic and planned way. They continue to do so....and we also continue to do what we did. .. We do not care to use science for our benefit. We entrust construction of roads to low level engineers, follow cheap specifications, are complacent on quality ....sab chalta hai... Unless and until we churn out good quality engineers, technicians and other creative professionals we would continue to ride the elephants.. make solar water heater compulsory all houses with 1 or 2 floors , before completion certificate and electric connection , all over india . it is on in some parts.

To save water means to decrease loss. Here in Bhubaneswar it is seen that treated water is wasted in gardening and lawns in public places and in domestic also. For tese requirements sewage water should be treated and used to save potable water.I have seen yhis practice in Oman, where water is scarce.

In western part of maharashtra & karanataka,huge water goes to sea in rainy season.This water can diverted to eastern parts of these 2 states & taken into their interior dry parts like marathwad & north karnataka.To save electricity,It can be pumped by clubbing small pumping schemes & using one common tunnel to discharge this water into lakes on east side.It will reduce pumping head from 500-600m to 50-100m.Similar small pumping schemes of 0.5 TMC are successfully running since many years.
