Improve functional classification of government expenditure using COFOG standards.
Separate collective vs individual consumption more accurately.
Use accrual-based government accounting instead of cash-based data where feasible.
Better treatment of defense and R&D expenditures in line with SNA 2008/2025.

Shift from benchmark-year ratios to annual supply–use consistency checks.
Apply commodity-flow methods more systematically, especially for goods with weak survey data.
Improve imputed consumption estimates (owner-occupied housing, financial services indirectly measured – FISIM).
Adjust explicitly for under-reporting and recall bias in household surveys.

Strengthen household consumption data by increasing the frequency and coverage of Household Consumption Expenditure Surveys (HCES).
Integrate administrative data (GST/VAT, customs, government finance statistics) to supplement survey-based estimates.
Use scanner data and digital transaction data (where available) to improve estimates of private final consumption expenditure (PFCE).
Improve coverage of the informal sector through mixed survey methods and labor-force-based estimation techniques.
