Create a national skill certification org and ensure all those who are certified, their profiles are available in the portal with address and other details. Open this up for industries to find suitable talent in their local area. this will close the gap between supply and demand for talent.
also allow industries to publish in the portal requirements for various skills. this will show what kind if talent requirement is there in each area and accordingly plan skilling courses in that area.

provide graded incentives/tax breaks to industries to offer apprenticeship and internship to students and youth. example a local auto plant can get a 1% tax break if they offer apprenticeship to say 1000 people. the apprentices can be certified at the end of the course to ensure quality. this will help industries to become competitive while creating a trained and skilled talent pool.

establish skilling centers at every taluk HQ that offer courses that people can enroll into to further their job prospects and also upskill. the courses offered at a center can be linked to the specific needs and background of the area. the skills certifications should be nationally recognized and accepted. courses can include tailoring, masonry, carpentry etc. skill centers can have linkages with nearest industrial clusters to provide skilled manpower for the industries
