In order to make the Union Budget-making process participative and inclusive, the Ministry of Finance has sought inputs from citizens for the last several years. This year too, the Ministry looks forward to hearing from you on your suggestions for the Union Budget which will be presented in the Parliament in the upcoming session.

Citizens from all walks of life are welcome to be a part of this democratic exercise. You can submit your suggestions either directly in the comments box or attach a PDF document.

We seek your valuable ideas to continue the tradition of the Union Budget incorporating the citizens’ aspirations. The last date for submissions on this forum is 20th June 2019.

1. Utilize collected cess of Education and Health which remains unused in the Consolidated Fund of India. Before applying more education and health cess. 2. Fund for Farmers to actually help them rather than wavering their loans. Provide them alternative options like contract farming, help them to grow other crops which help them economically and also good for environment specialy in green revolution area where rice grows in large number which required a huge amount

That is, aligning the Financial Accounting Year and the Assessment Year to a straight line as per the Income Tax Act, whose benefits and advantages is needless to be overemphasised at this juncture ! Perhaps, it is now the right time to readily and swiftly implement it in this Fiscal Budget of the Indian Union by giving utmost importance and significance to it and by treating it even as an urgent measure!

If personal income of a salaried individual is taxable above INR 2.5 lakh, provisions should be brought in place to tax agricultural income above a certain threshold while keeping small and medium farmers protected. Farm Incomes above INR 10 lakh should be taxed as the regular income tax bracket. This will increase the tax collection manifold as many business owners hide their incomes under agricultural income even though they own a small piece of land.

Under the GST, delay in payment attracts penalty @Rs. 25/- per day. Irrespective, whether the customer pays for the bill or not, the assessee has to make the payment for the delay twice, once for GSTR 1 and another for GST 3B. Smaller firms and companies should be exempted from the penal provisions.Again, under the Companies Act, the penalty for delay in filing is Rs. 100/- Per day and this need to be paid for 3 forms viz., AOC - 4, MGT-7 and ADT- 1. In net effect Rs. 300/- Per day.

Practically implementable ideas for the budget 2019-20-Requested -Reg. 1.A country can not be prosperous without agricultural growth for which water is a must and water may be obtained by nationilasation of all rivers in the country to solve unemployment, poverty, malnutrition and commodity price hike.

My thought process is below sir. 1. Education is important for everyone. What they are studying also important. Nowadays history subjects needed modification which should give importance for our past Indians glory. Moral science should be included in schools. 2. Apart from engineering and medical people should aware to take other their interested studies also. Farming, Ayurveda, Indian origin studies also. We have to educate how they can earn good income from that also.

COMING TO RAILWAY BUDGET, BY ADDING ONLY RS 5 OR RS 10 TO EACH TICKET, THE PASSENGER MUST BE FREE TO TRAVEL IN LOCAL TRAINS (including metro) TWO HOURS PRIOR TO BOARDING THE TRAIN AND TWO HOURS AFTER REACHING THE DESTINATION. THIS WILL HELP THE MIDDLE CLASS AND LOWER MIDDLE CLASS LOT OF HASSLES WHILE REACHING THE MAIN STATION TO BOARD THE TRAIN OR WHILE REACHING HOME AFTER ARRIVING AT THE DESTINATION. SUITABLE PREFIX OR SUFFIX OR A SMALL NOTE CAN BE ADDED IN THE TRAIN TICKET FOR THE MAIN JOURNEY
