आवारा जानवर के कारण से होने वाले एक्सिडेंट के जन,धन की हानि का जुर्माना और सजा जानवर के मालिकों पर आरोपित की जाए न कि वाहन के ड्राइवर और मालिक से किया जाए और आवारा जानवर को कांजीहौस ले जाने वाले व्यक्ति को प्रोत्साहन राशि कम से कम 200/रु से 1000/रु प्रतिनग दिया जाए और कांजीहौस ओर प्रोत्साहन राशि की वसूली आवारा जानवर मालिक से की जाए। और उनके ही जुर्माने की राशि इतनी हो कि कांजीहौस का खर्च ,प्रोत्साहन राशि और शहर/गांव के राजस्व में वृद्धि हो और कांजीहौस ले जाने वाले की एक रोजगार भी मिले।
