As India Marchese marchese towards the vision of Viksit Bharat@2047 I suggested that union budget 2026-2027 prioritize the formulation of care economy through a dedicated "Nari shakti" startup fund for women lead startup in child care, elder care home and health car, after professionalization of this sector not only create million of dignified jobs but will also unlock the untapped economic potential for our female work force and insuring true inclusive growth.

National Mission for Scientific Temper (NMST)
Project Name: Bharat Vigyan Jyoti (Light of Science in Bharat)
Nodal Ministry: Ministry of Education with DST
BVJ aims to reignite Bharat’s scientific temper by removing the “Linguistic Glass Ceiling” and democratizing STEM education in Hindi and regional languages. By institutionalizing Higher Technical & Medical Education in native tongues, India can shift from a knowledge-consuming nation to a knowledge-producing superpower. Despite being the 3rd largest PhD producer, innovation remains urban-centric and English-bound, excluding rural talent. BVJ bridges this gap through: (A) Linguistic Sovereignty—native-first pedagogy in BITS, IITs, NITs, AIIMS, and a National Technical Terminology Bank; (B) Vigyan-Nidhi—zero tuition for native streams and ₹10,000 monthly research stipends; (C) Bharat-R&D—22 open science journals and AI-powered translation hubs for cross-linguistic collaboration.

IT Exemption of ₹25 lakh on Encashment of leave wef 01.01.2016 : CBDT, vide Notification No.31/2023 dated 24.05.2023, enhanced the exemption limit on leave encashment at retirement u/s 10(10AA)(ii) of from ₹3 lakh to ₹25 lakh w.e.f. 01.04.2023. Certain aggrieved non-Govt employees who retired after 01.01.2016, but were granted exemption only up to ₹3 lakh, approached the ITAT contending that the revised limit should apply from 01.01.2016, the effective date of the 7th Pay Commission. In 2025, ITAT rightly upheld their plea and directed refund of excess tax paid. However, as per CBDT Circular No.11/2024 dated 01.10.2024, applications for condonation of delay u/s 119(2)(b) are restricted to 5 AYs. So, a large number of similarly placed retirees are time-barred from seeking relief despite genuine hardship, as neither the CBDT or the retirees were aware of it earlier. The norms therefore need relaxation to extend relief to all retirees from 01.01.2016.
