*IT Exemption Limit of ₹25 lakh on Leave Encashment wef 01.01.2016*
CBDT vide Notification No.31/2023 dated 24.05.2023 enhanced the exemption limit on leave encashment at retirement u/s 10(10AA)(ii) from ₹3 lakh to ₹25 lakh w.e.f. 01.04.2023. This revision is in line with the 7th Pay Commission effective from 01.01.2016. However, non-Govt employees who retired between 01.01.2016 and 31.03.2023 were granted exemption only up to ₹3 lakh and so paid excess tax. In 2025, ITAT upheld that the enhanced limit should apply from 01.01.2016 and directed tax refunds. Nevertheless, CBDT Circular No.11/2024 dated 01.10.2024 restricts condonation of delay u/s 119(2)(b) to 5 AYs, rendering many genuine retirees time-barred. Since neither retirees nor CBDT were aware of it earlier, this causes undue hardship and unequal treatment. Hence, relaxation of norms or retrospective application from 01.01.2016 is urgently required to extend relief to all similarly placed retirees.

This perception is intensifying day by day and can no longer be ignored.
In this background, we place the following demands unequivocally:
Immediate sanction of the Shedbal–Athani–Vijayapura–Shahabad–Wadi Railway Line Project
Allocation of adequate budgetary support for the project
Publication of a clear and time-bound execution roadmap
Transparent disclosure of the current status and implementation milestones of the project
We further request that an early opportunity be provided for a delegation of public representatives and civil society organizations from North Karnataka to personally present ground realities and public expectations.
We wish to clearly state that continued delay in addressing this long-pending and legitimate demand may compel the people of North Karnataka to intensify peaceful and democratic representations across all appropriate forums, for which the entire responsibility will rest with the concerned authorities.
We trust that the Ministry of Railways.

and national development. North Karnataka continues to lag behind other regions in railway connectivity and industrial growth. The proposed railway line would:
Connect the districts of North Karnataka with major railway junctions
Significantly boost agricultural marketing and freight movement
Create new opportunities for industrial and educational development
Increase employment opportunities and reduce regional disparities
While several railway projects in other regions have been sanctioned and implemented on a priority basis, the repeated deferment of this important project in North Karnataka has created a strong public perception of systematic neglect and regional imbalance.

1. Enforcement Through Penalties
A structured fine system may be introduced—either a uniform penalty for all citizens or a graded fine based on economic strata—to ensure accountability and fairness.
2. Continuous Public Awareness Campaigns
Sustained awareness is essential to change public behavior. The following steps may be implemented:
• 2.1) Display awareness posters at all traffic signals, government offices, shops, and marketplaces.
• 2.2) A short, inspiring video message encouraging citizens to keep their colony, district, state, and nation swachh should be screened in all cinema halls before movie screenings.
• 2.3) The same government awareness video should be mandatorily displayed on YouTube without a skip option.
• 2.4) Other social media platforms may flash brief messages promoting the Swachh Bharat initiative while users are active on the platforms

We submit this memorandum on behalf of the people of North Karnataka to draw your attention to our strong and urgent demand for the immediate sanction and time-bound implementation of the Shedbal–Athani–Vijayapura–Shahabad–Wadi Railway Line Project, which has been pending for a long time and is ofsignificant strategic importance.
For several decades, this project has remained a major public demand representing the aspirations of lakhs of citizens across the Belagavi, Athani, Vijayapura, Kalaburagi, Shahabad, and Wadi regions. Despite repeated representations, surveys, and assurances at various levels, the project has yet to receive final approval, and no visible progress has been made, leading to widespread public disappointment and dissatisfaction.

I respectfully submit this representation for consideration in the Union Budget, 2026, highlighting systemic gaps in the regulatory and grievance-redressal framework governing Housing Finance Companies and other regulated financial entities. Recent experience shows that loan accounts, even after full repayment and formal closure, are subjected to unilateral monetary demands without inspection, adjudication, or judicial determination, while grievances are closed by regulators by merely reproducing replies of regulated entities without independent supervisory findings or recorded application of mind. This results in prolonged digital, financial, and legal pressure without due process, raising serious concerns under Articles 14 and 21 of the Constitution and weakening public confidence in institutional mechanisms. I therefore propose policy measures including statutory finality of loan closure, mandatory adjudicatory thresholds before damage or compensation claims by regulated entities,
