The Union Budget 2026–27 should support AI-based traffic and civic discipline enforcement to improve road safety and public behaviour. AI cameras, sensors, and computer vision can automatically detect traffic violations, illegal parking, littering, and unsafe actions, enabling fast, unbiased, and fully digital enforcement with clear evidence and transparent appeals, reducing corruption and delays. Along with penalties, the system should recognise and reward responsible citizens through digital certificates, incentives, or public appreciation platforms to encourage voluntary compliance. Limited, lawful public disclosure of repeat violations, with privacy and due process safeguards, can act as an effective deterrent. A balanced mix of AI monitoring, strict enforcement, and positive reinforcement can significantly improve civic sense, discipline, and trust in governance.

The Union Budget 2026–27 should prioritise large-scale infrastructure investment, as it directly impacts economic growth, jobs, safety, and daily life. Higher capital expenditure is needed in roads, railways, ports, urban transport, logistics, water supply, power, digital networks, and education infrastructure such as schools, skill centres, and research facilities.
Along with building new assets, the Budget must ensure proper maintenance. Dedicated maintenance funds, clear responsibility, and lifecycle-based planning should be made mandatory to prevent rapid deterioration and safety risks.
To improve efficiency and reduce corruption, the Government should expand the use of AI and digital technologies. AI-based monitoring using sensors, drones, computer vision, and predictive analytics can detect faults early and enable timely repairs. Public dashboards and third-party audits will further improve transparency and accountability.

Establishment of Community Development Corporations for the Revival and Continuity of Demographically Vulnerable Communities--- Guided by the spirit of the National Pledge, this submission draws attention to sustained demographic decline in certain peace-oriented and culturally significant communities, particularly the Jain, Buddhist, Sikh, and Zoroastrian (Parsi) communities. It suggests that long-term demographic continuity challenges may require focused, data-driven, and voluntary institutional support beyond general welfare frameworks. Drawing on the precedent of the Jiyo Parsi Scheme and international experience, the note proposes consideration of community-specific development corporations as nodal, non-political mechanisms to support education, healthcare, family well-being, and social continuity. A detailed concept note is attached for kind consideration.
