National level
1) Research and development and funding must be the first priority. R &d in terms of new varieties of crop which are High yielding, adoption of new forms of fertilizer like liquid urea.
2) awareness about disadvantages of excess use of fertilizer,
3) taking help from self help groups for awareness campaigns
4) promotion of organic farming
5) mandatory project on agriculture innovation in agri collages by the students
6) public and private investment, efforts, in crop diversification, processing and generating market for crops which demand less fertilizer.
7) farm integration policy
8)adoption of global practices etc

Local level:
1) Seperation of Garbage while collecting so that part of Garbage can be processed and used as fertilizer
2) government and private effort for processing of garbage
3) also agri waste can be processed like leftover of crops, animal waste
4) soil testing units can be set up in every panchayat office so that near by farmers can access it and test the soils and can know about which crop , and fertilizers should be beneficial on that soil
5) Soil testing centres can issue certificate of soil conditions and needed fertilizer and the amount...on the basis of that fertilizer shop owner can give perticular fertilizer in specific amount which can curb the excessive use of fertilizer.
6) promotion and innovation in traditional methods like fertilizer made from earth worm ,Traditionally cow dung has been used as a fertilizer. Use of Cow dung powder

इंसान की urine collection से fertilizer निर्मित हो सकता है।
जैसे कचरा गाडी घर घर collect करती है वैसे ही।can मे पेशाब करे,store करे,tank गाडी मे खाली करे।can सरकार मोफत उपलब्ध
करे,can carry करने से खाली करने तक प्रशासन aided कामगार की जिम्मेदारी हो। इससे drainage मे बदबू कम होगी,गंधगी कम फैलेगी।जानवरो को urine plastic kit सरकार provide करे,ताकी किसान खेत मे ही fertilizer बनाए।

Fertilizer means potassium, Phosphorus, sulfur, zinc etc. in chemical compound either artificially made or produced by human,animal.All technology uses these elements in compund.Our visionary Prime minister introduce a system of Soil health Card which infact needed updation before each showing by lab so that exact component of fertiliser could be given by subsidy to former atleast once a year. Seller should give fertilizers on matching aadhar card,updated soil health card & fingers of the former
