1. Since the Government and its entities are the largest litigants, separate fast track tribunals may be set up to speed up . The tribunals may be headed by Judicial and Experts Panels. The complete process may be digitized. Pre-Tribunals may be set for Mediation in every Ministry. 2. Hefty fines may be the norm , in case of economic and petty offenses. Fine levying powers may be delegated to the First point of contact , with appeals to his supervisor. This will ensure Rule of Law on Singaporean Model.

Denial of tax rebate under section 87A for Short term capital gains from sale of shares for total income under less than 7 lacs without formal notification from Finance Ministry is very disappointing. With the boom in stock market many middle and low middle income people with the desire to benefit from growing economy opened demat account and dabbled in stocks and made short term capital gains. Tempted with the new tax regime of taxable income less than 7 lacs, being exempted because of tax rebate of Rs, 25000 under section 87A, all moved into the new tax regime, only to be trapped and denied the rebate for STCG. Many who moved into new tax system and earning less than 7 lacs were forced to pay tax for STCG at 15% and others like me who had tax refund, got less refund, adjusting for tax on STCG at 15% I feel betrayed as I trusted your principle of good governance.

Honourable Prime Minister, I would like to draw your attention to the discrimination which is happening at our airports. Take Delhi . There are 3 lanes for Departure . The best lane is reserved for Babus like in Colonial times. This is unfair as the private travellers are all squeezed into the third lane . It should be made more equitable. Similarly when returning from a foreign trip , the first and most convenient immigration desks are for Officers while normal citizens are crowded into further queues. These should be made more equitable and should not be remnants of our colonial times. Best Manas Pratim Saikia

Sir, India is spending a lot of money in research with of expectations from IITS, IIMs and NITs. It is requested that a proper evaluation of each research output should be analysed to understand whether the hard earned money of tax payers have achieved the goals of the research that was proposed during the proposal. The bills submitted by the PIs must be scrutinized to understand whether they are spend for the right purpose. It has been observed that most of the time maximum of the money is spent on International travel and some so called paper publication only. There must be a check on how many patents have been converted to commercialization and if so, how many of them are working and existing. Government money should not become just a means of International travel goal for the Investigators and there research fellows in the name of paper publications which later becomes a part of so called education data base of study.
